if your sure your not bogged down with a virus (like a dns hijacker) or spyware.. then move onto changing your dns settings to a public one to see if that resolves the issue,,,
like opendns:
1) create an account with them
https://www.opendns.com/start?s22) download this
http://www.opendns.com/support/ddns_files/...Updater-1.1.exeinfo here
http://www.opendns.com/support/dynamic_ip_tech/this will change you to opendns's dns servers... anytime messing with stuff like this always a chance something may get f'd up
before you do this goto a command box and type in
ipconfig /all
jot down that info or print the screen and save it.. opendns servers are all resolving hcs fine

well okay then.. if ya change to a public dns server and hcs works.. the problem is your isp's dns server.... only way to find out is to try.. (slow ping responses are a sign of dns problems)
list of public dns servers here: (pick a two close ones)
http://www.tech-faq.com/public-dns-servers.shtmlto manually change your dns server:
Select Control Panel from the Start menu.
Click Network Connections from the Control Panel choices.
Choose your connection from the Network Connections window.
Click Properties button.
Select Internet Protocol (TCP/IP) and click Properties.
Click the radio button Use the following DNS server addresses and type in OpenDNS addresses in the Preferred DNS server and Alternate DNS server fields.
